# General DAO Participation Guidelines

* Users must delegate their voting power to participate in voting or proposal creation.

* Users without tokens can create proposals if they have delegated voting power meeting the required threshold.

<summary>Voting Power Lock</summary>

* Voting power is locked at the state of delegation when a proposal is created. Changes or revocations in delegation after proposal creation doesn't remove voting rights for that proposal.

<summary>No Re-Delegation for Active Proposals</summary>

* Delegated voting power cannot be re-delegated once a proposal is live.

<summary>Voting Visibility</summary>

* Votes on active proposals are visible only if delegation was completed before the proposal’s creation.

<summary>Coordination for New Proposals</summary>

* New proposals will be created after users have delegated their voting power.

### How do I submit a Teva governance proposal?

Proposals are submitted through the Tevaera DAO Governance Portal, where Delegates must meet a specified token threshold to submit. If authors don't meet the threshold, they can collaborate with a Delegate to sponsor their proposal.
